The strategic mission of the Metro Hartford Innovation Services (MHIS) is to provide leadership, coordination and support for the information technology and communication needs of the City of Hartford, the Hartford Public Schools and the Hartford Public Libraries. Integration of the city’s financials, payroll/personnel, human resources, work order processing, general revenue and property revenue systems is managed within the MUNIS Financial Management Systems Application (MUNIS), which is an enterprise-wide software solution that integrates about 15 complex modules. The Chief Innovations Officer of The City of Hartford needed assistance in establishing a program management process for the many project requests under the MUNIS program umbrella.
Opportunities existed to increase the likelihood of success and improve stakeholder satisfaction through the refinement of the processes and tools that are used to manage the MUNIS program. These included potential issues and risks:

  • Lack of consensus on priority among project requests
  • Unrealistic expectations for ability to accomplish projects, given MHIS capacity
  • Poorly defined and continuously changing scope
  • Portfolio of interdependent projects were not managed as a cohesive program
  • Insufficient communication with reporting to key stakeholders
  • Disparate and un-managed project artifacts
  • Lack of communication and coordination among project teams
  • Inconsistent achievement of deadlines
