CT - Governor will not sign law with tax increases to reduce deficit Connecticut Governor M. Jodi Rell has announced that she will not sign any legislation that attempts to reduce Connecticut's budget deficit by increasing taxes. Governor Rell said that the new taxes and fees contained in the current budget are not generating the predicted levels of revenue, and wondered why even higher taxes would be the answer to the deficit. The Connecticut General Assembly was called into special session on December 15 by Governor Rell.
